I think that this one involves printing it out and cutting the paper along the lines...
Each square represents a 3x2 grid of braille letters (each letter is 2x3). Once this is done, the boxes can be rearranged to form the message:

The answer to this is medical translation hisses, which is .... .. ... ... . ... in morse code.
